Instructions:
Preheat oven to 375°F (190°C).
Heat olive oil in a large skillet over medium heat. Sauté onion until soft.
Add garlic, Italian seasoning, and ground beef. Cook until beef is browned. Drain if necessary.
In a large bowl, mix together tomato sauce, uncooked rice, salt, and half of the coarse ground pepper.
In a casserole dish, layer one-third of the shredded cabbage, one-third of the cooked ground beef, and one-third of the tomato sauce mixture. Repeat layers two more times.
Pour beef broth evenly over the entire casserole. Cover with aluminum foil.
Bake for 1 hour and 15 minutes.
Sprinkle with remaining coarse ground pepper and serve.
(Optional) For a cheesy variation, sprinkle shredded mozzarella cheese on top before baking.
