Directions:
Preheat oven to 350°F (175°C). Line a 9×13 inch baking pan with parchment paper.
For the brownie layer, melt butter in a medium saucepan over low heat. Remove from heat and stir in sugar, eggs, and vanilla.
Beat in cocoa, flour, and salt until well blended. Spread batter into prepared pan.
Bake for 20-25 minutes, or until brownies begin to pull away from the sides of the pan. Let cool in pan on a wire rack.
For the cookie dough layer, in a large bowl, cream together butter, granulated sugar, brown sugar, milk, and vanilla.
Beat in flour and salt until just mixed. Stir in oats, peanut butter, M&M’s, and chocolate chips.
Drop spoonfuls of the cookie dough over the cooled brownies and gently spread to cover. Chill in the refrigerator until set, about 1 hour.
Cut into squares and serve.
