Method
First cook the pasta in salted water until just tender then drain and set aside or boil the sliced potatoes until slightly soft and drain. Heat oil or butter in a pan and sauté the chopped onion until soft then add the minced garlic and cook for one minute. Add the ground beef and cook until browned. Season with salt black pepper paprika and oregano. Pour in the tomato sauce and simmer for five minutes. In a bowl mix milk and cream together. In a baking dish combine the cooked pasta or potatoes with the meat mixture then pour the milk and cream over it. Add half of the cheddar and mozzarella and mix gently. Sprinkle the remaining cheese on top and finish with breadcrumbs if using. Bake in a preheated oven at 180°C for 25 to 30 minutes until bubbly and golden on top. Let it rest for five minutes before serving.
